Uniform Fabric for Government Tenders: A Supplier's Guide
How government and institutional uniform fabric tenders work: reading the specification, submitting samples, the documents a mill has to produce, and how staggered delivery schedules are met.

Quick answer
A government or institutional tender is not a normal fabric order. The specification is fixed in the tender document rather than negotiated, samples are submitted and tested against that specification before any bid is considered, and delivery is usually staggered across months rather than despatched in one lot. The work that decides whether a bid succeeds happens before submission: confirming that the specified construction can actually be woven, that the shade can be matched and locked for the full contract, and that the mill can hold the specification across every delivery in the schedule.
What makes a tender different from a private order
In a private order, the buyer describes a need and the mill proposes a fabric. In a tender, the fabric is already described, often down to composition, weight, width and colour fastness ratings, and the mill's job is to meet that description exactly or decline to bid. There is no room to substitute a close equivalent after award.
The second difference is time. A tender contract commonly runs across a season or a full year with delivery in tranches, so the shade approved at the start has to be reproducible months later. That makes dye-lot discipline the single most important technical question in a tender, more than price and more than weight.

Reading the fabric specification properly
Tender specifications for uniform fabric are usually written as a list of measurable parameters. Every one of them is a pass or fail condition at evaluation, so each needs checking against what the mill can genuinely weave and finish before a bid goes in.
- Composition and blend ratio, for example a poly-viscose blend at a stated percentage split
- Weight, given as GSM, sometimes with a permitted tolerance either side
- Width, in centimetres, and whether it is measured cuttable or edge to edge
- Weave and construction, such as plain, twill or a specified check
- Colour fastness requirements, usually as grades against washing, light and rubbing
- Dimensional stability, meaning permitted shrinkage after a stated wash cycle
- Any finish the specification names, and any it prohibits

What a real tender specification table looks like
The list above turns concrete once you see how a public buyer actually writes it. The rows below are taken from a municipal school uniform tender that specifies its poly-viscose suiting against IS 15853:2009, the Indian Standard most tenders reach for on blended uniform suiting. They are shown to illustrate the shape and the tolerances, not as a specification to copy; your tender will carry its own figures.

Three habits follow from a table like this. Ask the mill for a test report against every row before you bid, not after award, because the parameters are pass or fail at evaluation. Read each tolerance as part of the specification, so a GSM written as plus 5, minus 2.5 means the sample should sit at or a little above the figure. And notice that the fastness floors are not all the same number: a tender that sets wet rubbing at 3 and light at 5 is telling you which failures it has seen before. The sample and approval stage
Most tenders require a physical sample submitted with the bid, tested independently, and then a shade approval step after award. It is worth being clear about what each sample is for, because they are not the same thing. The bid sample proves the construction can be produced to specification. The post-award shade approval fixes the exact colour that every subsequent delivery is measured against.
The sample submitted with a bid should be woven to the tender specification rather than pulled from the nearest running quality. A sample that is close but not exact can pass a visual check and then fail laboratory testing, which disqualifies the bid at the technical stage regardless of price.
Documents and compliance
Alongside the fabric itself, tenders ask for documentation about the supplier. The exact list varies by tendering body, so read the tender document rather than assuming a standard set, but the categories are consistent.
- Company registration and tax identifiers
- Test reports for the specified parameters, from a laboratory the tender accepts
- Quality-system certification, where the tender asks for it
- Registration on whichever procurement portal the tender is run through
- Past supply experience, where the tender sets a qualification threshold
Two of these deserve care. First, check which laboratory the tender will accept reports from, because a report from a lab outside that list can be rejected on procedure alone. Second, check portal registration requirements early, since registration is rarely something that can be completed inside a bid window. Where the tender actually runs, and the local-content rule behind it
This guide treats a tender as a document, which is how it reaches most bidders. It is worth knowing what sits behind the document, because a large share of Indian institutional buying now runs through the Government e-Marketplace portal, and the buying mode chosen there decides how much room a bid has.
The clause that settles eligibility before price is opened is local content. Under the Public Procurement (Preference to Make in India) Order, first issued in 2017 and revised since, a supplier is a Class-I local supplier where local content is at least fifty percent, and a Class-II local supplier at least twenty percent. Class-I suppliers carry a margin of purchase preference, stated in the order as twenty percent, where a tender is open to both. The limb that matters most to a fabric buyer is the other one: where the administrative ministry has notified that there is sufficient local capacity and competition, a tender can be restricted to Class-I local suppliers only, irrespective of the value of the purchase.

The consequence for anyone buying cloth to supply a uniform contract is direct. Fabric is usually the largest material input in a uniform, so where it is woven moves the local content number more than anything else in the bill of material, and on a tender restricted to Class-I local suppliers imported cloth can put an otherwise strong bid outside the tender entirely, before price is opened. Indian-woven cloth is part of how a uniform contractor stays eligible, not only a cost line. The thresholds and the preference margin above are the ones stated in the procurement order, but every tender states its own requirements and its own certification format for local content, and the tender document and the portal terms are the only authority. Staggered delivery and holding the shade
Tender contracts usually specify delivery in tranches against dates. This changes how the fabric should be produced. Dyeing the entire contract quantity as one lot and despatching from it in stages gives the tightest possible shade consistency, because every tranche comes from the same dye lot. Dyeing each tranche separately as its date approaches reduces the quantity held in stock but introduces a shade-matching step at every tranche.
Which route is right depends on the contract, the storage available and how tight the shade tolerance is. What matters is deciding deliberately at the start rather than discovering the consequence at the third delivery. What to confirm before you bid
The questions below are the ones worth settling with a mill before a bid goes in rather than after an award, because every one of them can turn an awarded contract into a failed one.
- Can the exact specified construction be woven, at the specified width and weight, within tolerance
- Can the shade be matched and locked as a contract standard for the full duration
- Which parameters can be tested and reported, and by which laboratory
- Whether the full contract quantity will be dyed as one lot or per tranche
- What lead time each tranche needs, counting from shade approval rather than from order
- What happens to unlifted quantity if the tendering body revises the schedule

- What minimum quantity applies to a tender order?
- The same two tiers as any other order. Ready-stock shades start at 50 m per shade, and a custom shade or construction woven to order starts at 500 m per shade. Most tender contracts sit well above the custom tier, which is what allows the whole contract to be planned as a locked dye lot.
- How is shade consistency maintained across staggered deliveries?
- By fixing an approved shade standard at the start and measuring every subsequent lot against it, and where the contract allows, by dyeing the full contract quantity as a single lot and despatching from it in tranches. That removes shade matching from every delivery after the first.
- Which certifications do you hold for tender purposes?
