The Government Tender Calendar: When to Start If You Want to Bid
The bid window on a uniform fabric tender is two to three weeks. Everything that decides whether you can bid at all takes months. What to have ready before a tender appears, and why the seasonal opportunity is smaller than most suppliers assume.

The calendar that matters is not the one you think
Suppliers ask when uniform tenders get floated, expecting a seasonal answer they can plan around. The more useful answer is that the float date barely matters, because by the time a notice appears the outcome is largely decided.
An advertised domestic tender allows a minimum of three weeks between publication and the submission deadline. A custom bid on the government marketplace runs a minimum of ten days. A real institutional uniform tender we looked at gave bidders fourteen days. From notice to award, six to ten weeks is a realistic best case.
Inside that window the only elastic thing is bid preparation. Digital signature, portal enrolment, marketplace seller registration, vendor assessment, three years of audited financials, three years of past work orders, a lab report against the cited standard: none of those can be produced in fourteen days. That is the real calendar, and it runs months ahead of any notice.
What cannot be compressed into a bid window
- Class 3 digital signature certificate. Class 2 was withdrawn from January 2021, so Class 3 is the only option. One valid certificate per bidder, registered against your portal enrolment. An expired certificate discovered on submission day is an unrecoverable miss.
- Enrolment on the central procurement portal, plus separate enrolment on every state portal you intend to target. State portals are independent instances, not one login.
- A marketplace seller ID. Even on a central e-tender, the model tender document makes it mandatory for the successful bidder to be registered and hold a seller ID before the letter of award is placed.
- Vendor assessment by the Quality Council of India, required for original-equipment-manufacturer registration and for listing in the assessed categories, valid three years. This is the longest lead item in the whole list. Holding a BIS licence for the product category can exempt you from it.
- Audited financials for the last three years and income tax returns for the same period. Turnover criteria are standard and cannot be met retrospectively.
- Past-performance work orders, typically two per year for three years, and often specifically for supply to government, public sector or institutional buyers. A mill that has only ever supplied private buyers can fail this clause with a perfect product. The fix is deliberate: win one small government order early so the record exists.
- Capacity to furnish performance security, commonly three percent of contract value, due within fourteen days of the award and valid sixty days beyond completion including warranty. The collateral has to be arranged before you bid, not after you win.
- Udyam registration if you qualify as a micro or small enterprise. It unlocks the procurement set-aside, price matching within a band above the lowest bid, free tender documents and bid security exemption. It does not exempt you from vendor assessment, and some tenders explicitly grant no bid security exemption to anyone.
The standard the fabric is actually judged against
For polyester blended uniform suiting the reference standard is IS 15853, retitled in a 2012 amendment as polyester blended woven suiting for uniforms. Its stated scope covers cloth for military, paramilitary, navy, air force, security, police, postal, industrial and corporate personnel, and it supersedes three older standards.
It is worth reading before bidding rather than after, because the requirements are numeric and a mill either hits them or does not.
- Overall width 138 cm within 1 cm, mass 190 g per square metre within 5 percent, polyester content 67 units within 3.
- Threads per decimetre 260 warp and 190 weft, each within 2.5 percent, nominal count 20 tex doubled.
- Breaking strength minimum 880 N warp and 640 N weft on a 5 by 20 cm strip, tear strength minimum 25 N.
- Dimensional change on washing maximum 2 percent each way, dimensional stability to dry heat at 150 degrees C maximum 1 percent, crease recovery minimum 240 degrees, pilling resistance minimum 4, pH between 6 and 8.
- Colour fastness minima: light 5, washing 4 for change and 3 to 4 for staining, rubbing 4 dry and 3 wet, perspiration 4, dry cleaning 4, hot pressing 4.
- Flame spread and anti-bacterial performance are optional clauses that apply only where the buyer and seller have agreed them, so read whether your tender invoked them.
The sealed sample clause is the one that decides disputes
The standard is explicit that it does not specify appearance, lustre, feel or shade. Those are handled by clause 4.4, the sealed sample: where a property cannot be written numerically, a physical sample is agreed and sealed, and supply must conform to it. Custody of that sealed sample is a matter of prior agreement between buyer and seller.
That single clause is the contractual hook behind the sample stage in every uniform tender, and it is where most disputes actually land. A fabric can pass every numeric requirement in the table and still be rejected against the sealed sample on shade. Agree in writing who holds it, and keep your own retained counterpart.
Samples and testing: two traps worth knowing
- Bids without samples are summarily rejected, and the sample envelope must carry no rates. In the tender we examined, samples went in a dedicated third envelope and any price appearing in the technical or sample envelopes voided the bid. Physical submission deadlines often fall before the online one, so courier time is part of the schedule.
- You pay for the testing. The model tender document puts all costs of tests and inspections, including any special or third-party tests, on the contractor unless stated otherwise. Multi-parameter fabric testing needs a sample of roughly two metres at full width, and the Textiles Committee runs seventeen testing labs of which fourteen are NABL accredited, including at Jaipur and Ludhiana.
- The trap most suppliers miss: the contractor must submit raw-material samples for approval before bulk manufacture, and delay in that approval is explicitly not grounds for extending the delivery date. A slow approval eats your production time, not the buyer's.
- Rejected goods must be removed at the contractor's cost, in the tender we examined within twenty-one days of intimation.
How bids actually get disqualified
The model tender document lists the grounds, and almost none of them are about fabric quality. Bids fail for being in the wrong format, for a missing bid securing declaration, for quoting goods made by another firm without a manufacturer's authorisation letter, for a bid validity shorter than required, for conditional or alternative bids where none were permitted, for not quoting the entire schedule of goods, and for illegible scanned documents.
There is also a narrow window to do something about an unreasonable specification. On the marketplace route, representations against additional terms and conditions must be made within four days of bid publication. After that the spec stands, however restrictive it is.
The honest picture on seasonality
Two things cut against the assumption that school and railway uniforms are a large seasonal tender opportunity.
School uniform money flows through the Samagra Shiksha cycle in four quarterly instalments, with the first contingent on the previous year's utilisation certificates. But national policy is pushing child-centric interventions toward direct benefit transfer to students rather than bulk procurement, and in states that have switched the bulk tender channel is shrinking rather than growing. Where states do still procure, delivery is targeted before the session opens, which implies floats four to six months earlier.
Railways largely exited uniform procurement in 2017, when the dress allowance subsumed uniform, kit maintenance, shoe and washing allowances into a single annual cash payment credited in July. Staff who were previously issued uniforms are no longer issued them. What survives is special clothing, such as fluorescent wear for trackmen, which is a real but much narrower demand.
The general budget pattern is real: the financial year runs April to March, spending caps apply to the final quarter and to March specifically, and a national audit review of state finances found most states still breaching the March ceiling. So there is a year-end rush. Treating it as a reliable calendar is a mistake, though, because it is a symptom of delayed procurement rather than a planned season.
What this means in practice
If you want to bid this financial year, the work is the readiness list, not tender-watching. Digital signature, portal enrolments, seller ID, vendor assessment or a BIS licence, current audits, a first small government order for the past-performance record, and a standing relationship with a NABL accredited lab. Get those done and the fourteen-day bid window becomes sufficient. Skip them and no amount of early notice helps.
